Program: The Crisis Response Team is a multidisciplinary team dedicated to providing quality care and assessments to individuals and families who are in need of crisis intervention. The team provides behavioral health services to walk-in customers, agency residential programs, and in other community settings.
Position Summary: Oversees the coordination and administration of all aspects of 24/7 crisis response program including planning, organizing, staffing, leading, and directing program activities with significant depth and scope. Participates in program design and implementation and manages change initiatives. Provides direction and clinical/management support to staff, including oversight of clinical training/supervision, professional development, and performance management. Leads staff by developing and communicating agency, network, and team visions, and operationalizing strategic goals. Fosters a future-thinking culture based on decisions which are responsive to the community and the economic and service delivery climate. Maintains a wide range of working relationships internally and externally and advocates for client-driven and responsive services. Oversees utilization management and looks to increase efficiency in delivery of quality behavioral health services. Provides fiscal management; ensures team achieves budget and service provision goals including scope, quantity, and cost of service. Provides therapeutic counseling and case management to clients with mild to severe mental and/or substance use disorders as program needs require. Provides oversight for grant funded projects and/or multiple program units as assigned.
- Master's degree in psychology, social work, or other behavioral health discipline from an accredited college or university is required.
- Colorado clinical licensure in appropriate discipline (LPC, LCSW, LMFT) required
- CAC II or greater preferred.
- Credentials, such as licensure, higher education and/or CAC II or greater, may be substituted for experience.
- 4 years of relevant progressively responsible experience in the behavioral health field providing, developing, implementing, and/or administering program(s), to include 2 years' experience in a crisis setting.
- Experience in coordinating behavioral health intervention plans and services with other agencies.
- Must have demonstrated ability to manage others or projects of agency significance; Clinical supervision and/or management experience is preferred.
- Mild to severe mental health and/or substance use disorders/disabilities, trauma-informed care, and recovery/resiliency-oriented services.
- Client groups and/or issues related to the program area (i.e. age groups, level of severity, risk category, etc.).
- Best practices for program development and enhancement, change management, and effective supervisory/management approaches.
- Professional and ethical guidelines as outlined by the State of Colorado.
- Federal, state and local regulations regarding delivery and documentation of behavioral health services.
- Electronic health record documentation practices.
- Human resource concepts, practices, policies and procedures.
- Workplace policies and professionalism.
- Organizational structure, workflow and operating procedures.
- Organizational sensitivity regarding complex relationships with federal, state and local agencies, government entities, and personnel.

- Interpret structure, policies and procedures of North Range Behavioral Health facility.
- Provide treatment and case management in routine and crisis situations.
- Identify and support appropriate diagnostic assessment using current diagnostic system.

- Establish, operationalize, and achieve overall program goals and strategies with multidisciplinary team support, including modification of existing program services or creation of new program services to maintain or enhance program standing and to effectively meet the needs of clients and the community.
- Oversee the development of comprehensive program policies, procedures, guidelines, and standards that promote productive liaison relationships with referral sources and managed healthcare systems in the referral, admission, treatment, utilization and discharge processes; communicate and support agency and program objectives, policies and policy changes. Enforce policies and procedures related to employment laws, program guidelines, regulatory compliance and safety.
- Analyze data and utilize/prepare a variety of reports to assist with evaluating services, capacity and in response to state inquiries or regulations; evaluate and verify accuracy of relevant reporting data. Use data on an on-going basis in planning, implementation and review of team members and processes.
- Uphold and ensure quality program performance, including revenue goals and procedures, documentation standards, penetration, compliance, fidelity measures, and other program performance variables.
- Assess problem situations to identify causes, gather and process relevant information, generate possible solutions, and make recommendations and/or resolve the problems in a proactive and timely manner.
- Effectively liaise and collaborate with colleagues in respect to clinical planning, service delivery and cross-division issues to ensure the effectiveness and efficiency of program(s). Keep executive management informed of administrative and legislative issues or changes in program area.
- Model agency core competencies (Customer First, Compassion, Collaboration) and assure development and support of team values with staff.
- Manage the fiscal component of the program by monitoring financial activities, preparing justification for fiscal impacts, and providing input to substantial annual program budget and planning process; support and apply cost control measures and practices supporting revenue goals.
- Actively participate in and/or oversee utilization management activities such as clinical case appeals, discharge planning and disease management.
- Maintain proper staffing patterns to ensure appropriate client/provider ratios and program coverage while staying within the budgeted program hours; ensure that the program is staffed at the appropriate levels with individuals whose skills, abilities and accreditations are suited to their job responsibilities.
- Screen, interview, and hire qualified candidates; use applicant tracking system to document and communicate appropriately and timely throughout the screening and selection process.
- Complete formal staff performance reviews and engage in ongoing performance management and coaching with employees; document performance; ensure performance issues, conduct and ethical issues are addressed and resolved in a timely manner; follow through with disciplinary actions as necessary. Hold all team members accountable to ethical, fidelity, professional, and revenue goals and standards.
- Ensure appropriate training for program staff regarding accurate coding, fiscal responsibilities and documentation for services rendered; serve as a resource person to program staff; provide technical assistance, training and coaching in clinical and administrative areas as needed to support staff development.
- Assure environment is conducive to employees being able to work without harassment, discrimination or retaliation; report all alleged incidents to next level manager and/or Human Resources Director.
- Convene regular staff and employee supervision meetings; provide consistent leadership by assuring face to face time with all team members. Attend various agency meetings, as assigned and actively participate in committees, work groups, and special projects.
- Provide a significant level of community engagement in carrying out the mission of the organization to promote agency services and programs; identify and actively participate in networking opportunities as a professional spokesperson for organization and program(s) in appropriate and relevant forums or groups; prepare and deliver verbal presentations, and conduct facility and program tours.
- Maintain and improve close and cooperative relationships with internal teams and external agencies, interest groups, referral sources and other community groups to explain program(s), mediate differences, and seek modifications.
- Assist senior management with developing interagency agreements and contracts to formalize and enhance systemic approaches to providing treatment and services; seek opportunities to improve customer (client) experience.
- May provide crisis and routine clinical services for clients; may be called upon to provide shift coverage, assessments or to prepare clinical reports and documents; initiate involuntary hold and treat processes as needed and within scope of practice/credentials.
- Respond to inquiries and/or resolve concerns from clients, care givers, regulatory agencies, or members of the community; coach staff to address and resolve or propose solutions; problem solve difficult clinical issues with management and implement strategies for resolution.
- Participates in disaster planning; coordinates team/program response to trauma and disaster incidences as defined by the agency disaster/trauma plans.
- Perform other duties as assigned.
Work is generally performed in a standard office environment. Travel required, typically within the community and state, but may include limited national/international travel. Position requires on-call capabilities and flexible scheduling to assist in program management of 24/7 program operations and personnel.
Dependent upon qualifications and experience. Salary placements generally occur near the minimum to midpoint of the range.
